As with any new versions to the PTR, there will not only come new advantages and benefits but also, of course, the inevitable nerf. It's been noted by Doomhandle in the World of Warcraft forums that the Mystical Fire Diamond meta gem in PTR 2.3 was given a 45 second cooldown period.

Doomhandle is concerned that the cooldown time is too long and renders the gem useless. This concern was addressed by Blizzard poster Drysc, who stated that the change was intentional and was put in effect because the original Mystical Fire Diamond didn't have a cooldown period:

It was ultimately a correction in an original oversight that the gem didn't have a cooldown associated with its effect. The chance has been increased though, so when the cooldown is up it's more likely to proc sooner, but in the end it's an intended nerf.
