In-game, the description of Remorseless Attacks (RA) include Hemorrhage but some players have observed that it doesn't have the RA critical effect. This is much like the Mage class Frostbolt question but this time, Tseric has provided definite answer.

According to him, RA SHOULD affect Hemorrhage (the tooltip is correct) and they are fully aware that there is a active bug in that particular talent. They are trying to fix the bug so Rogues can get their crit hopefully within the next patch.
