Apparently, it's not just the warlock's Seed of Corruption spell that's having issues in World of Warcraft's test realms. Player Ekomstop reports over at the WoW forums that the pre-made Mage's rank 14 frostbolt and fireball spells appear to be bugged as well:
Pre-made mages on the ptr have rank 14 frostbolt and fireball. I copied this char and i have no option to learn rank 14 at the trainer. Sadly, I assume this is a bug and not a fix. Any clarification?
edit: To be more clear, rank 13 is the highest both those spells go on live. Is this a change and rank 14 will now drop since it's not trainable, or did you make a mistake and train them the wrong spell?
Blizzard blue-texter Hortus dropped by the forum to clarify that the issue wasn't a bug. Rather, it was a mistake that was made when the devs were creating the pre-made characters. Hortus further explained that since there wasn't much difference between the level 14 and 13 versions of the spell, they wouldn't be updating the character templates.
