Blizzard representative Vaneras has outlined some of the most notable changes that will be present in patch 2.3 for World of Warcraft.
These improvements are designed to speed up levelling, as well as make the experience of levelling up from 20 to 60 less of a grind for everyone involved by retuning instances and areas, and adding new quests for gamers, and improving the item quality in instances.
According to Vaneras, the first notable change for 2.3 will be the reduction in experience needed to reach a new level. It'll be a 15% reduction and, once implemented, Vaneras notes that your current experience will remain the same.
The second main change comes to general questing. First off, experience gained for completing quests from levels 30-60 will be increased, Secondly, certain elite mob areas will be made easier by turning the elite mobs into non-elites.
An example given was that of Stromgarde Keep in the Arathi Highlands which, they say, will become "a solo friendly environment when patch 2.3 goes live". Second, 60 new quests as well as a change in Southwest Dustwallow Marsh, will be implemented within the game.
Players in the 30-40 range will definitely find themselves enjoying a new slew of quests as they rush to level 60. The final big change will come to instances. The level ranges for certain dungeons will be adjusted to allow certain levels to accomplish the instance with less trouble.
More importantly, items dropped by all pre-BC bosses will also be upgraded to blue-quality items, with the said items getting substantial upgrades to better serve those levelling up. Smite's Reaver for example, a boss-dropped item from the Deadmines, will be upgraded from 11.1 DPS weapon to a 14.5 DPS weapon, with additional stat changes to the item itself.
