When players complain about Blizzard's World of Warcraft server population, it's to inform the company about its congestion. Quite interestingly, that isn't the case with Agamaggan.
Users commented that the population of the server is too low and that they believe that it is already dead. They pointed out that the realm selection screen indicated Agamaggan's population as "low."
Contrary to to this, Blizzard Community Manager Drysc said that the server has a very healthy population. In addition to that, he pointed out that the horde to alliance ratio was 1:1. Regarding the realm selection screen indicating the low population, here's Drysc's explanation:
Realm population tags in the selection list are relative to other realm populations. For instance, (and these are by no means accurate to how it compares the data) realm A has 1000 people, realm B has 900 people, and realm C has 800.
Realm C could potentially show as "low".
Obviously there are far more than 1000 people on any one realm and far more than three realms to compare, but you get the idea. Players on the Agamaggan server shouldn't worry too much. After all, Drysc did say that the population of the server is pretty healthy. If you're still having problems looking for more players to fill out a raid group, you might want to try contacting others using the LFG tool.
